In partnership with the City of San Jose Office of Economic Development department, CSS assists business corridors with business association formation and incorporation. We spearhead the development of marketing campaigns, employing strategies for business attraction, retention, and expansion to foster a diverse business landscape and generate local employment opportunities. Our current focus is on neighborhood business corridors, including Story Rd., Monterey Corridor, Tully Rd.-Eastridge, East Santa Clara, Alum, and Rock.

CSS has partnered with Choose Folsom to provide additional technical support for business and economic engagement, database management, community engagement as well as liaise between government and private industries to maximize economic investment and impact.
The Minority Business Assistance and Recovery Kickstart (MBARK) is a California Asian Chamber of Commerce (CalAsian) program that was developed to address the impacts of COVID-19. This program brings together data, community engagement, and small business assistance expertise to uncover the gaps facing small businesses, with an emphasis on minority and disadvantaged business enterprises (MBE/DBE). CSS manages both the City and County programs.
In an effort to bolster Main Street and overall Milpitas business climate, the city has invested in assessing the feasibility and formation of a P/BID. As the revamp of the Main Street plan is coming to fruition, this is a component of the overall plan and strategy for fiscal and business development sustainability. In partnership, Civitas and CSS engages with business and property owners to determine how this endeavor shall move forward.
South City has significant growth and has determined that a business improvement district could help foster economic development and activity in the downtown. In partnership with KLI, CSS is conducting business and property owner outreach to determine the feasibility of a Property and Business Improvement District and the services that this could provide for the downtown.
Founded in 2019, City of Sacramento funded the Inclusive Economic Development Collaborate (IEDC) that consists of members from ethnic chambers of commerce and Business Improvement District organizations that represent the Sacramento region’s urban aging corridors. The IEDC advocates for economic justice and steps up to voice concerns related to jobs, the environment, and a sustainable future.
