CSS partnered with the City of Santa Cruz Office of Economic Development and Housing to lead the feasibility and formation of a Property and Business Improvement District (PBID). We facilitated comprehensive community engagement through surveys, workshops, and outreach initiatives, ensuring stakeholders’ voices were at the center of the process.

In collaboration with KLI and Civitas, we developed a tailored PBID strategy to meet the unique needs of the Santa Cruz community. From feasibility analysis to implementation, we provided guidance and expertise to establish a sustainable framework for enhanced services and economic vitality in the district.
